Early Help Hubs

Swansea Council is developing Early Help Hubs for family support across the city.

This work is progressing well and the next step in the process of implementing Hub working was to share our vision with  our partner organisation in Swansea and engage on the next steps together.

Unfortunately the current crisis relating to Covid-19 has impacted on demand for support services in Swansea and we now find ourselves in a position where we need to implement some urgent, additional support for families due to the high demand at the Front Door of Social Services. For this reason we have implemented our Early Help Hubs in an interim format from 1st April 2020

Key Principles:

  • We want to ensure that children and families in Swansea have access to the right support at the right time from the right person regardless of age and location. We have designed proposals based on demand and "what matters" to families. We are working together to develop our services so that the children, young people and families in Swansea can be supported to live happy, healthy and safe lives with help from the right support, at the right time if and when they need it.
  • The Early Help Hubs will be working within a joined up approach and using the signs of wellbeing framework to working with individuals and supporting wellbeing using a locality based hub structure and a single point of contact for professional.
  • The Early Help Hub model builds on and increases the current family support provision, formally known as TAF, Family Partnership Team and Evolve. By co-locating and bringing these services into one structure we can ensure that support is available regardless of age or location, that it is integrated with partners and utilises community assets to provide:
    • Child or early years work
    • Youth work
    • Whole family work  
  • All staff within the Early Help Hubs will work using the Team Around the Family (TAF) approach so more staff can support this offer across primary and secondary education. There will be development of school support from staff across the early help hubs, which will be available across Swansea regardless of age or location.
  • Ultimately the Early Help Hubs will include multi agency representation providing a single, integrated resource for family support.

What does this mean for our partners who wish to assist families to access the support?

Wellbeing 

  • The Early Help Hub will be the main point of contact for partners seeking advice and support where they have worries about the wellbeing of children, young people and their families. The Early Help Hub will be able to assess all enquiries within the hub and provide the appropriate guidance, signposting or support based on the need. The Hubs will have multi- agency partnership links to assist with ensuring the correct support for the family is accessed at the right time.
  • Our usual business would be for partners to contact the Early Help Hub Managers within their Hub location for direct support. However, to support us in managing the current situation relating to the Coronavirus, schools are asked to contact the following phone number, which is operated by business support, who will direct your query to the right Early Help Hub Manager. 
    • The Early Intervention duty line number is 01792 635400 and is staffed Monday to Thursday 9.00am until 5.00pm and on Fridays 9.00am until 4.30pm

Safeguarding

  • As always, if you have safeguarding concerns about a child or family contact:
    •  Integrated Information Advice and Assistance (IIAA) Service on 01792 635700.
    • Our Emergency Duty Team (EDT) is also still available for any out of hour's support, which cannot wait until the next working day. You can reach the team during these hours on: 01792 775501.
    • In an emergency situation where an adult or child may be at immediate risk of harm please contact 999.
  • We have also developed a single referral form, which can be used for all referrals into integrated family support. The date for implementation of this is uncertain due to the national crisis and so there are no changes to current paperwork yet. If, however, any partner agency would like to trial the new referral form in order to provide feedback we would welcome that. Please use the contact information below if you would like to take part. Otherwise, you can continue to use existing forms when needed
