YGG Tan-y-lan project

The council's Band B Strategic Outline Programme, which has been approved in principle by Welsh Government, includes a new build primary school for YGG Tan-y-lan.

The Council also submitted a Welsh-medium capital grant application which was seeking to add to the Band B submission to support the delivery of an additional 0.5 Form Entry (105 places) to provide a 2 FE new build for the school to further enhance future provision and allow for further growth in demand for places. This bid was re-examined and accepted by Welsh Government (WG) in principle in January 2019.

The Outline Business Case (OBC), was approved by WG in December 2018; Cabinet approved the scheme and contract award in October 2019. The Full Business Case was approved by WG November 2019.

The project includes

A new building at Beacons View Road for YGG Tan-y-Lan that will:

  • Provide a fit for purpose, 21st Century learning environment for existing pupils and staff at YGG Tan-y-Lan in line with Building Bulletin 99 (BB99).
  • Increase the number of Welsh Medium Primary places in the locality/Swansea (up to 420 full time places plus Nursery).
  • Remove a condition category C building.
  • Reduce backlog maintenance.
  • Improve building efficiency.

  • Ground works - Autumn 2020.
  • Retaining walls - Autumn 2020.
  • Piling - Autumn 2020.
  • Foundations and slab laid - Autumn 2020.
  • Steel frame completed - December 2020.

  • Virtual topping out - January 2021.
  • Steel frame system in place - January 2021.
  • External building envelope complete Summer 2021.

  • Time capsule burial October 2021.
  • School complete and handover from contractor (Kier) December 2021.
  • School open to pupils January 2022.
  • Offical opening by the Leader of Swansea Council, Councillor Rob Stewart 9 February 2022.

 

Stakeholder engagement

The views of our stakeholders are critical in developing and shaping projects, and once a project is completed, in helping us to understand if we achieved what we set out to, and have maximised the benefits.

Community engagement events were held on 5 and 6 December 2.30pm - 6.30pm at Clase Community Centre.

Further newsletters were distributed in September 2020 and November 2020 to update local residents on progress of the project.

Community benefits

Pupils from YGG Tan-y-lan and children from the surrounding area were asked to design posters to be included on the site hoarding in May and June 2020.

Pupils from Ysgol Pen-y-Bryn, Clase Primary and YGG Tan-y-lan took part in 'bug hotel' project in the autumn 2020.

During November and December 2020, Kier delivered 'virtual' work placement opportunities for Bishop Vaughan Catholic School pupils. The placements provided an insight into the construction industry and the variety of careers available.

Pupils from this project attended site on 24 September 2021.

Various school engagement activities have taken place over 2021 with Kier and YGG Tan-y-lan, including Adam yn yr Ardd visiting the school in April 2021.
