Port Health Authority civil contingency

The Civil Contingencies Act delivers a single framework for civil protection in the UK. Part 1 of the Act and supporting regulations and statutory guidance emergency preparedness establishes clear roles and responsibilities for those involved at a local level.

Swansea Bay PHA is classed by the Act as a Category 1 responder and as such are required to:

  • assess the risk of emergencies occurring and use this to inform contingency planning
  • put in place emergency plans
  • put in place business continuity arrangements
  • put in place arrangements to make information available to the public and maintain arrangements to warn, inform and advise the public in the event of an emergency
  • share information with other local responders to enhance co-ordination
  • co-operate with other local responders to enhance co-ordination and efficiency

Category 1 and 2 organisations come together to form local resilience forums which help co-operation and co-ordination at a local level.

Swansea Bay Port Health Authority is a member of the South Wales Local Resilience Forum which is a multi agency partnership of representatives from local public services including local authorities, emergency services, Public Health Wales and NRW and Welsh Government.

Officers attend meetings of the Co-ordination and Training Group and the Risk Group regularly.
