Terms and conditions for the Passport to Leisure scheme.

Application process, data and eligibility

A passport to leisure (PTL) is available to those residents who live within the City and County of Swansea boundary and who fall into one of the eligibility categories.

There is a £3.00 application fee per card. It is the responsibility of the applicant (or their parent/guardian) to ensure they are eligible to apply for a PTL prior to the form being completed and submitted, and before payment is made. The payment is an administrative application fee and is non-refundable regardless of whether a PTL card is issued.

Once an application and eligibility is verified, a PTL membership card will be sent to each applicant via post. Once this card is received (usually within 10 working days), the applicant will then be able to receive PTL benefits (such as a concessionary rate).

A PTL membership is valid for 12 months from the date of issue, and expires on the date shown on the card. A PTL membership cannot be reapplied for until, at the earliest, 2 weeks prior to the expiry date.

The submission of an application signifies consent from each applicant (or their parent/guardian) for data sources held by Swansea Council to be checked to verify an applicant's eligibility.

If a request for more information to support the application is not responded to within one calendar month, then the application will be deemed incomplete and deleted from the system.

A partner or child can be added at any time during the primary applicant's membership. Their membership expiry date will be the same as the primary applicants.

Swansea Council is the data controller for the personal information you provide in applying for PTL. Your information will be used to provide you with the service that you have requested and will not be used for any other purpose. We will not share your data with any third parties without your explicit consent unless we are required or permitted to do so by law.

Using your Passport to Leisure

The PTL card is for the exclusive use of the cardholder.

PTL entitles the holder, whose photograph appears on it, to the benefits of Swansea Council's PTL scheme in accordance with these terms and conditions of use.

The use of a PTL is permitted at participating facilities - please refer to individual facilities for details.

A PTL card must be presented at the leisure facility booking office each time it is used in order to obtain a discount.

A PTL entitles members to book one normal session at any one time. A facility may be rebooked at the end of a session, if it is available for booking, and that the re-booked session is for the exclusive use of the PTL member concerned. Normal booking arrangements apply.

 

Misuse and abuse of the PTL scheme

Anyone attempting to use another person's PTL card or an expired card will have this card confiscated whilst investigations take place.

Anyone found abusing the scheme in any manner, will be permanently barred from obtaining a PTL and may be subject to involve further action by the council.

The giving of incorrect information with the intent of defrauding Swansea Council will result in the forfeiture of a member's PTL card and may involve further action being taken by Swansea Council.

Swansea Council reserves the right at its absolute discretion to withdraw a PTL, and the benefits of its use, from any person who either does not comply with any of these conditions, or who does not abide by all of the arrangements relating to the scheme.

 

Renewal / lost cards

Proof of eligibility is required for renewals and members can renew their membership up to 2 weeks before the expiration of their current card.

Member's information will be kept for 6 months after the expiration date to allow for member's queries and renewals.

If a PTL cardholder loses or damages their PTL or has their card stolen, subject to the circumstances remaining the same, they may apply for a replacement card by contacting the PTL office at PTL@swansea.gov.uk. An application fee will apply per card to be replaced. The replacement card will have the same expiry date as the original card.
