Kickstart Scheme
The Kickstart Scheme is a £2 billion initiative to provide funding to employers to create new 6-month job placements for young people, aged 16-24 who are currently on Universal Credit and at risk of long-term unemployment.
This is part of the government's plan for jobs and aims to create hundreds and thousands of new, fully funded jobs across England, Scotland and Wales.
Funding will cover for each job placement:
- 100% of the relevant National Minimum Wage for 25 hours a week
- the associated employer National Insurance contributions
- employer minimum automatic enrolment contributions
There will also be extra funding to support young people to build their experience and help them move into sustained employment after they have completed their Kickstart Scheme funded job.
What you'll get as an employer
- Support from us to setup placements and handle grant claims to DWP on your behalf.
- A fully paid employee(s) for 6 months, for 25 hours a week at national minimum wage, for each placement you setup.
- Access to a barriers and training fund to support each employee on placement
- Wrap around mentoring support from our Kickstart Team who can support each employee on placement with:
- support to look for long-term work
- support with CV and interview preparation
- training to develop their skills, such as team work, organisation and communications as part of the role
How to get involved
Apply via us, as we (Swansea Council) are a registered intermediary for the Kickstart Scheme.
What information we need from you:
- Your business address and contact details
- Your Companies House reference number or Charity Commission number
- A brief job description for each placement you would like to establish
- Confirmation that each placement will be for 6 months, at least 25 hours and that you will be paying at least the National Minimum Wage and statutory NI and pension through PAYE via your payroll
- Confirmation that you are not replacing existing or planned jobs
- Confirmation that any Kickstart placements will not cause existing employees or contractors to lose or reduce their employment.

There is currently no deadline for applications.
After you apply
We will submit an application to DWP on your behalf to setup placement or placements with your business.
If your application is successful you will then be contacted by young people referred to you from JCP Work Coaches who match the placements you have created as part of the scheme.
We will be on hand to provide ongoing support to the young person whilst they are on placement, including:
- support to look for long-term work
- support with CV and interview preparation
- training to develop their skills, such as team work, organisation and communications as part of the role
How funding is paid
Once the young person is enrolled on your payroll and is being paid through PAYE, we will liaise with DWP to claim the grant funding for each placement in arrears and will then reimburse you for the salary, NI and pension costs you have incurred.
