Details of the costs for houses in multiple occupation licences including fees for additional occupants.
Licence fee structure
The fees depend on the size of HMO. The fee is split in to two parts:
- part 1 - the costs of administering and determining the licence application
- part 2 - the costs of ongoing regulation and enforcement.
You can either pay the licence fee in full when you apply or in two parts. If you pay all at once then the fee is charged at the discounted rate. If you decide to pay in two parts, the first part must be paid when the application is sent in and the second part must be paid before the licence is issued. We cannot process an application until we have either the full fee or the first part payment.
The council does not offer any other stage or part payment methods for HMO licence fees.
In all cases, an application is not considered complete unless the council has received all the necessary information and the relevant fee.
Early renewal fee
If you are the licence holder you can renew the licence for an HMO within the two months before the expiry of the current licence. In these cases, a discounted early renewal fee will apply. An application made by another person will be a new licence application. If we receive the application to renew a licence after the expiry of the current licence the new licence fee will be applied.
The council will normally remind licence holders of the upcoming expiry of their licence. Licence holders should not rely on this to send a renewal application at the right time. Renewal of a licence is the responsibility of the licence holder.
Applications to vary a licence
Any change of circumstances for the licence holder, manager or anyone else involved with the property itself or its management must be notified to the council within 14 days of the change occurring. These type of changes need a variation to a licence. There is no fee for this.
If you want to increase the maximum number of occupiers allowed under a licence you will need an extra payment of £80 per occupier.
