To be eligible for the cost of living main scheme payment a person must either meet condition a) or b):
a) Live in a property in Council Tax band A-D and meet all these criteria:
- Be liable for Council Tax on the property on 15 February 2022 and
- Not be receiving a Council Tax exemption for that property on 15 February 2022 and
- Be living in the property as their main or primary residence on 15 February 2022 and
- Be responsible for paying the utility and other regular bills for that property on 15 February 2022.
Those households living in a band E property who receive disabled band reduction into band D, are also eligible providing all the statements above are true.
b) Live in a property for which they received support from the Council Tax Reduction scheme (means-tested) on 15 February 2022.
Only one payment of £150 will be made to each household. It does not matter which group it falls into.
There will also be a discretionary fund to help other households which may be struggling with the cost of living.

The following households DO NOT need to register:
Those who pay their Council Tax by direct debit automatically received a payment into their bank account, providing that this direct debit was already set up by 22 March 2022.
A payment was issued on 8 April 2022 and was expected to be received in your bank account from 12 April 2022 onwards.
Those who were identified as eligible for the cost of living main scheme who had previously received a Winter Fuel Grant via Swansea Council were automatically paid on 26 April 2022 and this payment should have reached bank accounts on 28 or 29 April 2022.
Anyone else who is eligible will need to register in order to provide their bank details.
Note: you do not need to register if you pay your Council Tax by direct debit (as at 22 March 2022) or if you have received a Winter Fuel Grant payment from us (see above). You should already have received a payment. If you have not already received a payment you will need to register.
Registration closes at 5.00pm on Friday 30 September 2022.
Before you register, make sure you have the following:
- your Council Tax reference number
- your bank sort code and account number
- your National Insurance number
- your email address
- a contact telephone number
You can expect a payment within 30 days of your registration being accepted. An email confirming that your registration has been accepted will be sent once you have registered.
For those that do not have a bank account there is an alternative method of payment available that you can select when you register. Updates regarding the payment will be emailed to you when the payment is made .
If you had a winter fuel payment but your bank details have since changed
You can input your Council Tax account reference into the registration and you will be given the option to confirm if your bank details are correct. If you wish to change the details you will be required to complete the full registration process, where you can provide new bank account details or select a different method of payment.
If your bank account is overdrawn you can make a request to your bank that the funds from the cost of living payment are used for particular bills you need to pay rather than being used to clear your overdraft. This is called your 'first right of appropriation'. A sample letter and advice on how to request this with your bank is available from the following link at National Debtline.

Help to register
For those who do not have someone else who can help them complete the online registration, we will be able to provide assistance to complete their registration.
It is expected that approximately 80,000 households will be eligible for this scheme and due to the expected demand, this support will be provided on an appointment basis only. You may have to wait several weeks for an available appointment.

Can I apply on behalf of someone else if they cannot do it themselves?
Yes, however you should ensure that the person liable for the Council Tax has given you permission to do so. The cost of living payment must be paid into a bank account in the name of the person for whom you are registering for.
For example, if someone applied on behalf of their parent who does not have online access, the payment would be made into the parent's bank account.
There is a section during the registration where you will need to give some personal details in order to prevent fraud.
Do I have to repay the £150?
No. This is a Welsh Government support scheme payment to help you with the increases in the cost of living and does not need to be repaid.
I am not eligible for the main scheme, will I qualify for the discretionary scheme?
You may be eligible for a payment under the discretionary scheme instead - check the criteria on the discretionary scheme page.
I receive single person discount (25%) off my Council Tax for living alone, does this make me eligible for the scheme if I am in a Council Tax band E to I?
No. You will need to fit the eligibility criteria as set out above. The Council Tax Reduction that qualifies people for the cost of living scheme is the means tested reduction that could reduce the amount you need to pay by up to 100%.
I am not on Council Tax Reduction at the moment, can I apply now and qualify for the cost of living scheme?
Only those who were in receipt of Council Tax Reduction on 15 February 2022 are eligible for the scheme, if not eligible under the Council tax Band A-D category. Council Tax Reduction can be backdated in certain circumstances however there is a maximum period of three months from the date of your request.

I have moved to Swansea from out of the area before 15 February 2022 and I am awaiting for the Council Tax Section to send me my first demand notice, how do I register for the cost of living payment?
If you have received a cost of living payment from another council you should contact them to advise that you have received the payment in error.
To claim the payment in Swansea you will need to wait until you have received your new council tax bill. Then you can contact our customer services team who will check your eligibility and allow you access to register for the scheme.
I have recently set up a Direct Debit to pay my Council Tax, will I have an automatic payment?
Only households that had a direct debit set up on or before 22 March 2022 are able to have automatic payments. We have written to all eligible households to advise whether:
- they will receive an automated payment or
- be invited to register via our online form.
I live in a Band E property but receive disabled band reduction so pay a Band D charge, will I receive the £150 cost of living payment?
Yes. As you receive a disabled band reduction which takes you down to a Band D, this falls within the criteria of meeting Band A to D and you will be eligible for the cost of living payment.
I live in a Band F property but receive disabled band reduction so pay a Band E charge, will I receive the £150 cost of living payment?
You will not be eligible under the main scheme as you receive a disabled band reduction which takes you down to a Band E, and this does not fall within the main scheme criteria of meeting Band A to D. I have received a payment but I do not believe I am entitled to it, what do I do?
You should contact our customer services team so your eligibility can be checked. If you have been paid in error an invoice will be issued to you to repay the £150 back.
I don't pay Council Tax because I receive 100% Council Tax Reduction (means tested), do I qualify for the £150 payment?
Yes you are eligible for the £150 regardless of what Council Tax band your property is in. It is likely that Swansea Council do not hold back details for you so you will need to register.
I don't know if I am eligible of not, what should I do?
You can try to register via the online link. If you are not eligible the system will not allow you to register and will display a message stating this. If you are eligible, you will be allowed to register. If you are in any doubt you can contact the customer services team to make the relevant enquiry.
