ECO-Flex is a government scheme which provides funding for energy efficiency improvements in the home such as a new central heating system, upgrades to the existing heating system and/or insulation.

Nest NythBefore applying for Eco-Flex, check the Nest scheme, which offers a range of free, impartial advice and, if you are eligible, a package of free home energy efficiency improvements such as a new boiler, central heating or insulation. This can lower your energy bills and benefit your health and wellbeing. Nest is part of the Welsh Government Warm Homes and looks to support people in Wales living on a lower income who receive a means tested benefit or live with a respiratory, circulatory or mental health condition.

In Swansea the Eco-Flex scheme aims to support households who are most likely to experience fuel poverty and those vulnerable to the effects of a cold home.

If you are an owner-occupier or renting privately and your home is currently energy inefficient, funding could be provided to improve this, which will also have the added benefit of reducing your fuel bills.

To qualify, your home must be energy inefficient and/or:

a. spending greater than 10% of your income on fuel bills; or

b. on a low income and vulnerable to the effects of living in a cold property

Swansea Council will not carry out any work, there are 3 companies who will administer the scheme on our behalf and you can choose any one to carry out the works:

  • City Energy Network Limited (City Energy) - also working with CES (Consumer Energy Solutions) and Evan Thomas & Sons
  • Yes Energy - also working with Towy Valley Heating and Pacifica Group (in partnership with CRS - Complete Remedial Solutions)
  • E.ON

These are the only companies that Swansea Council have approved to carry out any Eco Flex related work.  Any ECO Flex related queries should directed to these three companies.

To apply for funding

The final decision on whether a household receives assistance is made by the organisation who you contact to carry out work and not Swansea Council.

If improvements are approved, that organisation will commission the work. You will need to allow access to enable the work to be completed.
