Childcare offer - reporting and payment process

Funding will be paid directly to settings based on the number of eligible children attending the setting for hours of childcare that does not exceed 20 hours per week or 30 hours during holiday time.

Monies will be paid directly to the setting in arrears, twice a month, at the rate of £4.50 per hour, per child. Only the authorised person(s) of the setting can make a claim for the funding.

There will be an 8 week grace payment period for families who have experienced a change in circumstance which warrants them ineligible for funding. The childcare provider must inform Swansea Council of a family's change in circumstance and that this should be a two way process.

The claim form should be fully completed with details of eligible children which will include full name of children, unique reference number (URN) and total number of hours and days of childcare used per week (which must not exceed 20 hours per eligible child, per week or 30 hours for 9 weeks of the school holidays).

Swansea Council will only pay up to the maximum hourly rate set by Welsh Government, for up to 20 hours per week during term time or 30 hours during holidays. The grant will be paid directly to the childcare provider. Any additional costs must be met by the parent/carer.

All payments will be made one month in advance upon receipt of an invoice (provided to Swansea Council) and a monthly register or other forms of proof showing the child's attendance.

The parent/carer must inform Swansea Council in writing if any other body offers funding for the same purpose at any time during the grant period.

Swansea Council will carry out termly checks to confirm families are still eligible for funding and will refer to the temporary exemptions period guidance.

All other sources of funding have been considered and funding for childcare fees is not being received from any other source.

To inform Welsh Government on the take-up of the offer, childcare providers will be asked to complete monthly evaluation and monitoring forms providing a snapshot of the general take-up of the offer.

Temporary exemptions period

A temporary exemptions period of 8 weeks will apply when parents fall out of eligibility.

Parents will be prompted to confirm that they are still eligible to receive the offer at different points in the year. Parents will be expected to inform Swansea Council and their childcare provider when their circumstances change.

Should the parents fail to inform Swansea Council immediately that they are no longer eligible for the offer, and instead wait until the point at which they are prompted to confirm that they are still eligible, then the temporary exemptions periods will run from the point at which they actually became ineligible.
