Local Development Plan 2 - candidate sites

A candidate site is a defined area of land submitted to the Council by an interested party for potential inclusion in the Local Development Plan 2 (LDP2).

The 'Call for Candidate Sites' period commenced in August 2023 and ended on 31 October 2023. The process was widely publicised and provided an opportunity for any site promoter or interested party to submit a site for potential inclusion in the LDP2.

Candidate Sites Register

In line with guidance the Candidate Sites Register (PDF, 56 MB) is published to be viewed alongside the LDP2 Pre-Deposit Plan (Preferred Strategy). The register sets out all the sites submitted for consideration as part of the LDP2 process.

It is important to emphasise that sites identified in the register are those submitted by site promoters. Candidate Sites are therefore not confirmed allocations. They will be subject to ongoing assessments to ascertain whether they are appropriate to feature in any way in LDP2. Comments can be submitted on sites submitted as part of the consultation on the Preferred Strategy.

The Candidate Sites Register sets out the result of the Stage 1 sift and identifies which sites have progressed to the detailed Stage 2 and 3 Assessments, which will be undertaken to inform the identification of sites in the Deposit Plan.  Should additional information be required from site promoters to inform future assessment stages the Council will liaise with site promoters directly.

A constraints and information map is also available to inform any submissions but it is the responsibility of a site promoter to check all the information in terms of accuracy.

Frequently asked questions

Can I submit a site now that the Call for Sites Stage has ended?

The next opportunity for promoters to submit sites for consideration will be during the statutory consultation period on the Preferred Strategy.

The Welsh Government document development plans manual (edition 3) March 2020 sets out the requirements and guidance regarding submission of Candidate Sites. It confirms that sites can be submitted as a duly made response to the Preferred Strategy and also the Deposit Plan consultations.  The Council will follow the guidance in the manual in this respect. Sites submitted as part of the Preferred Strategy consultation should be submitted using the Candidate Sites Form which can be obtained form ldp@swansea.gov.uk and in line with the Candidate Sites Assessment Methodology (August 2023).

What happens after the Preferred Strategy consultation?

Following the consultation on the Preferred Strategy, the Council will seek to finalise the detailed assessments of all sites that passed the Initial Stage 1 Sift.  As part of the Stage 2 Assessment the Council may request further information from site promoters as necessary which may include additional evidence on viability for example. Any further sites submitted as part of the Preferred Strategy stage will undergo the same assessment process.

When will I know if my site is proposed to be allocated in the LDP2? 

The Deposit Plan stage is where the Council will identify those which they consider suitable for allocation.

Prior to the Deposit Plan being published for consultation, the Council will contact relevant site promoters to ensure all necessary supporting evidence is submitted for any proposed allocation as part of the detailed site assessment which will continue to be undertaken over 2025-26. This is likely to be particularly relevant to those sites that may be identified as Strategic Placemaking and Regeneration Areas as discussed in the Preferred Strategy. It is anticipated that consultation on the Deposit LDP will commence in Summer/Autumn 2026.  Sites will only be formally confirmed as allocations following the Examination process once the appointed Inspector is satisfied the plan is sound.
