Fees and charges for additional pre-planning advice and planning performance agreements

A breakdown of charges per department for these services.

You will be given your full fee and information on how to pay once your application has been processed and time allocated to your request.

The charges are subject to annual increase.

Planning

Charges will apply for officer time as we will need to coordinate with other council sections on the services they will offer in addition to any additional information that we may provide. Therefore these fees will be dependent on individual application needs.

Highways and Transportation (traffic, telematics, network development, drainage, road safety)

The charges will allow for: 

  • site visit
  • review of highway policy, standards and guidance - applicable in assessing the application
  • face to face meeting (at a council building) or Teams meeting (if requested)
  • level of detail required and documentation (transport statement / assessment) scoping, RSA / quality audit brief if required
  • suitability of highway access and / or parking arrangements
  • suitability of emerging drainage proposals as they apply to highway design / layout
  • any likely section 106 contributions
  • candidacy for road adoption
  • full written response (within 21 days of fee receipt)
  • one re-check of scheme if revisions are necessary

Please note: any requirement for model information or additional modifications will be subject to a cost estimate on receipt of a specification as to the nature of the information requested.

Highways and Transportation fees

  • Strategic (+250 dwellings or commercial above 5000m²)
    • Officer time: To be advised on application-by-application basis

  • Large major (100 to 250 dwellings, 2 or commercial 500 to 5000m²)
    • Officer time: 5 days
    • Total fee (inc VAT): £2,553
  • Major (50 to 100 dwellings or commercial 1000 to 2500m²)
    • Officer time: 3 days
    • Total fee (inc VAT): £1,522
  • Minor / small major (between 5 and 50 dwellings or commercial up to 1000m²)
    • Officer time: 1 day
    • Total fee (inc VAT): £510
  • Minor / new access (5 or less dwellings or commercial up to 100m²)
    • Officer time: 2 hours
    • Total fee (inc VAT): £137

Pollution Control fees

  • Category A - strategic development
    • Officer time: 6 hours
    • Total fee (inc VAT): £302
  • Category B - major development
    • Officer time: 4 hours
    • Total fee (inc VAT): £202
  • Category C - minor development

  • Countryside Team (covering Gower National Landscape, Commons and Public Rights of Way):

  • Landscape and Green Infrastructure Team
    • Hourly rate (inc VAT): £74
    • Provide advice on:
      • Landscape architecture proposals - review of plant species, hard materials, street furniture, areas of green open space and public realm 
      • Existing and proposed trees and arboriculture requirements
      • Plant species and soils for sustainable urban drainage systems, green roofs and walls.
      • Green infrastructure site proposals and ongoing maintenance and management plans
  • Nature Recovery Team (Planning Ecology) 
    • Hourly rate (inc VAT): £78
    • Provide advice on:
      • Protected sites that may be affected including Gower National Landscape and the marine environment around the county
      • Protected/notable species and/or habitats that may require consideration
      • Requirements for ecological surveys/assessments
      • Requirements for green infrastructure statements and biodiversity net benefit 
      • Local Development Plan policies and Supplementary Planning Guidance that an application will be assessed against

Fees are calculated based on the level of information supplied with an application, as well as the size and complexity of the proposed development. If meetings and/or site visits are required, then this request should be made in the application so that appropriate fees can be calculated.

Planning performance agreements
