ResilienceThe Joint Resilience Unit is responsible for ensuring, operationally, that the City & County of Swansea Council and Neath Port Talbot County Borough Council are compliant and carry out their legislative duties as dictated by civil contingencies legislation
The CCA 2004 replaced both the Civil Defence Act 1948 and the Emergency Powers Act 1920, and addresses the contingency planning and emergency management responsibilities of Local Authorities and other agencies, for example, emergency services, as well as providing the framework by which the government may invoke emergency powers. The CCA 2004 requires the Council to work and co-operate with other agencies in the:-
To enable City & County of Swansea and Neath Port Talbot Councils to adhere to these duties, the Joint Resilience Unit work closely with Directorates internally and with other Category 1 & 2 responders. Category 1 responders are organisations that will form the core of the local response to an emergency and include the Police, Fire & Rescue Service, Ambulance & Health Service, Environment Agency, Maritime & Coastguard Agency and the Local Authority. Category 2 responders have lesser duties placed upon them. The JRU have developed a 'Resilience Policy' to describe how the City & County Council & Neath Port Talbot will prepare for and respond to the duties set out in the CCA.
