Licence summary

To carry out house-to-house collections for charitable purposes in England and Wales you need a licence from the local authority.

Eligibility Criteria

Applications must be in the form prescribed by the local authority.

You must be a fit and proper person.

You must have made a provisional booking prior to completing an application form (to do this please contact Licensing Division 635600 or evh.licensing@swansea.gov.uk and also see  Apply Online below). The promoter must be an adult.  All collectors must be sixteen years of age or older. You must give at least 28 days notice of a collection.

No, because your requested date may conflict with an existing authorised collection.  If you have not heard from Licensing Division within 21 days, please contact 01792 635600 to seek clarification.

You MUST contact Licensing Division to agree a date for your collection prior to completing this online form. (If you do not contact Licensing Division your requested date can conflict with an existing authorised collection, which will result in your request being refused).

Failed Application Redress

You have the right to appeal to the Minister for the Cabinet Office.

Appeals must be lodged within 14 days of the refusal.

Consumer Complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Citizens Advice Consumer helpline will give you advice. From outside the UK contact the UK European Consumer Centre.

E.g. about noise, pollution, etc. Also should one licence holder complain about another.
