Objective 1 Programme West Wales & the Valleys 2000-2006

Swansea has benefited from over £87m in Objective 1 funding investment from the European Union from 2000-2006. The aim of the programme has been to help raise the level of Gross Domestic Product (GDP) of the Welsh economy, focussing on the West Wales & the Valleys area, which includes City & County of Swansea.

The total European grant allocated to Wales was approximately £1.2billion. The total programme value is around twice that amount once 'match funding' contributions from the public, private and voluntary sectors are added in. Objective 1 status provided the opportunity for Swansea to begin to work towards achieving:

  • a high quality, job-creating, diversified, innovative and knowledge-driven economy
  • a skilled, enterprising and adaptable workforce
  • prosperity and a high quality of life for communities across all parts of the region.

The West Wales & the Valleys Objective 1 programme was defined in two key documents, the Single Programming Document and the Programme Complement, available from these pages for reference purposes.

In Swansea the Objective 1 Local Strategy set out the main ambitions for use of this major funding stream. The fulfilment of many of those ambitions can be viewed in these pages. Over 139 projects were funded in line with the content of the Programme, and from these pages you can access information about how Objective 1 has been implemented in Swansea, and for those projects still running, how to run a project and publicise it.

Objective 1 investment has resulted in a substantial and visible legacy of infrastructure and building improvements in a wide range of settings, from the City Centre to village halls, communities and skills development. Many of these initiatives will continue through the 2007-2013 EU programmes - see the pages on Convergence and Rural Development Plan. Others have either completed their tasks or are more suited to alternative funding sources.

The Swansea Objective 1 Local Partnership has taken full advantage of the opportunities which Objective 1 presented. Over £87m of Objective 1 grant and an additional £120m in match funding has enabled 145 projects to proceed. These figures demonstrate the success of Objective 1 in Swansea.

Publicising your project is a contractual obligation, and there are specific requirements for publicising European projects.

How a European-funded project is run will depend very much on the scale and complexity of the project. There are however basic requirements that must be fulfilled for any project receiving European grant.
