Council Tax Reduction replaced Council Tax Benefit

April 2013 - Council Tax Reduction was introduced.

From April 1st 2013, the UK Government replaced Council Tax Benefit with a new discount called Council Tax Reduction.

In Wales, the Welsh Government was/is responsible for designing the new scheme but it is administered by local councils, like the City and County of Swansea.

At the moment, the maximum amount of help available under the new scheme is 100% of the charge but this may change in the coming years.

One major difference however is that under the new scheme, Second Adult Rebate was abolished. Second Adult Rebate was previously available to help people who did not qualify for Council Tax Benefit based on their own circumstances but shared their home with another adult on a low income. The rebate was calculated based on the circumstances of the other adult. A relatively small number of people in Swansea were awarded this benefit.
